Swimming has been in Grand Theft Auto since GTA San Andreas and was in GTA 5, so a water-heavy game set in a coastal, swamp-filled Leonida is very likely to keep it. Rockstar has simply not published a line that explicitly confirms basic swimming.
What Rockstar has shown points strongly to deep water play: scuba diving, fishing from boats and yachts, jet skis and kayaks all appear in official screenshots and trailer material. Detailed swimming mechanics beyond that remain unconfirmed.
