Brian Heder is a veteran Keys drug smuggler Jason Duval works for in GTA 6.
Brian Heder is described by Rockstar as a classic drug runner from the golden age of smuggling, still moving product out of his boat yard in the Leonida Keys. He is the man Jason works for at the start of the story.
Per Rockstar’s bio, Brian lets Jason live rent-free at one of his properties as long as Jason helps with local shakedowns and stops by for his wife Lori’s sangria now and then.
