Valentina comes from the Money Fronts storyline, one of the recent narrative arcs in GTA Online, which launched last year as part of the game's ongoing update cycle. The rumor places her in Leonida, the state where GTA 6 is set, as someone who hires Lucia and Jason for protection work rather than a background cameo. If the report is accurate, it would mean Rockstar is building one connected continuity across Online and the next story mode, not two separate universes.
